§ 67.10. Contract awards.
Award of the contract will be made by letter signed by the Secretary or Dep- uty Secretary of the Department to the lowest responsible bidder in accordance with the proposal, authorizing the contractor to proceed with the emergency work pending execution of the following formal contract.
