§ 7.551. Management of Commonwealth vehicles.
The Department of General Services will provide central management, control and oversight of Commonwealth vehicles, except those purchased for the Department of Transportation using monies from the Motor License Fund in accordance with the Pennsylvania Constitution and section 2407 of The Administrative Code of 1929 (71 P. S. § 637).
§ 7.552. Responsibility of Secretary.
The Secretary of General Services is given explicit responsibility and authority to manage the entire Commonwealth fleet of registered vehicles, except those purchased for the Department of Transportation using monies from the Motor License Fund. This responsibility and authority includes:
(1) The establishment and enforcement of criteria for the allocation of permanently assigned registered vehicles to and within agencies. The Secretary of General Services will approve requests for the permanent assignment of a registered vehicle before procurement of leasing action may be taken.
(2) The establishment of pooling arrangements to ensure best use of registered vehicles within and among agencies.
(3) The regular audit by the Department of General Services of the use of allocated registered vehicles to assure that they are being used in accordance with the criteria established by the Department of General Services under paragraph (1).
(4) The analysis by the Department of General Services of present registered vehicle use to identify possible cost reductions in the fleet.
(5) The immediate review by the Department of General Services of current assignments of registered licensed vehicles to all agencies to determine if reductions are appropriate. If so, the Secretary of General Services will have the responsibility and authority to require reductions which will eliminate any registered vehicles which are not needed or not being used efficiently.
§ 7.553. Cooperation with other agencies.
The agencies, officers and employes of administrative departments, boards and commissions under the Governors jurisdiction shall cooperate fully in the development and implementation of this subchapter.
